Sir,
In acknowledging the receipt of your letter of the 6th July, respecting your desire to enter the Commonwealth, I have the honour to inform you that no authority can be granted for your admission to Australia.
2. As regards your statement that you are ready to pass the dictation test, your attention is invited to my letter of the 25th May 1912, intimating that the test may be applied in any European language at the discretion of the officer. The test therefore need not necessarily be applied in a language with which you are acquainted.
