I refer to previous correspondence regarding the grant of landing permits by the Australian Embassy, Djakarta, and in particular to your memorandum of 14th October, 1952, reference 1453/25/27 forwarding the Embassy’s comments on five cases where the grantees were brought under notice as being non-European in appearance.
With regard to the questions raised in paragraph (5) and (6) of your memorandum of 14th October, it is desired to advise that the requirement that an applicant should be predominantly European in appearance should be interpreted as his being of at least 75% European in appearance. This would mean that his colouring should tend to be white, his features should tend to be European and his general build should be keeping with a person of 75% European descent.
