STATISTICS RELATING TO NON-EUROPEANS [underlined]
Local Circular NE66/11 of the 8th of December, 1966 deals with the above subject. An examination of completed returns, however, indicates a need to emphasize certain requirements and to make minor variations to obtain as complete statistics as possible. The format of the returns remains unchanged.
2. The attachment to this memorandum replaces in more detail the explanatory notes forwarded as an attachment to the earlier Circular. The factors to which attention is particularly drawn are underlined.
3. The eventual disposition of non-Europeans in Australia at the time administrative procedures were varied in December, 1965 is of significance in making an assessment of the effects of reviews of policy. A simplification of coding is therefore being introduced.
4. For ease of reference all persons admitted to Australia [phrase underlined] prior to the 1st January, 1966 [end underline] should be grouped in two categories viz :-
(i) "distinguished and highly qualified" persons; and
(ii) the remainder.
The first category will be identified in the statistical forms by the code letters DHQ and the remainder by the code letters FC (to indicate "former category").
NOTE [underlined]: These code letters (where appropriate) must [underlined] also be included [underlined] under status of sponsor in Form NE/C.
5. Those admitted (other than with resident status or as students) on or after the 1st January, 1966 will be grouped in three broad categories namely:-
(i) Entrants with a view to settlement
(ii) Entrants for limited temporary residence
(iii) Visitors

These categories will be identified by the Code letters EVS, LTR and BV (or TV) respectively.
/Code Numerals as detailed in paragraph 11 of the attachment (and allotted in reading order across Form NE/F) are to be used in conjunction with the code letters LTR e.g. LTR 3. _/
6. If a person admitted under any [underlined] category seeks resident status or the entry of eligible relatives on the [phrase underlined] basis of marriage [end underline] to an Australian citizen or a British subject, the code letters SAC or SBS as appropriate should in addition [underlined] also be shown against the applicant's status.
7. No amendment is necessary to the contents of forms being completed for the quarter ending 30th June, 1967 as separate arrangements are being made to extract the required information for this period. The [phrase underlined] new system of coding [end underline] will operate from the [phrase underlined] 1st July, 1967 [end underline].
8. Other points to which attention is drawn are as follows:
When an applicant in Australia seeks to remain with a view to settlement his actual status [underlined] in Australia is to be shown in addition to the words "direct applicant". This will distinguish such applicants from those applying overseas.
Fiancees [sic] and adopted children (or those to be admitted for adoption) should be included in Form NE/C if nominated by non-Europeans accorded resident status and citizenship.
A non-European child [underlined] legally adopted in Australia [end underline] for whom residence status is sought is to be included in Form NE/A or NE/B as appropriate to the status of the child. The abbreviation AD/CH should be recorded under status. Inclusion in forms NE/C or NE/D is not required.
9. The attached explanatory notes summarize the requirements contained in both circulars and replace [underlined] the attachment to Local Circular NE66/11.

General [underlined]
1. A [phrase underlined] separate series [end underline] of serial numbers [phrase underlined] to follow consecutively [end underline] from one quarter to the next is to be allotted to each of the various subject headings.
2. To ensure accurate statistical complication all branches and posts are requested in the interests of uniformity to adhere to the abbreviations quoted.
3. where a decision has been given by Central Office, Department of Immigration, "date of decision" should be shown as the date on which it was conveyed.
4. The following abbreviations should be used to distinguish the different offices:-
OP Overseas Post
CO Department of Immigration, CANBERRA.
SB(S) Department of Immigration, State Branch, SYDNEY.
SB(M) Department of Immigration, State Branch, MELBOURNE. etc.,
5. Overseas Posts will enter [underlined] approvals [phrase underlined] only when [end underline] normal requirements have been met to establish eligibility for entry to Australia.
6. Length of residence of the applicant in Australia where required should be shown to the [phrase underlined] nearest year [end underline]
7. If nationality or citizenship is not a true guide to race, this should be indicated separately (e.g. British (Fiji) – Indian).
8. Form NE/C [underlined] should include [underlined] details of fiance/es [sic] [underlined] and children admitted for adoption [underlined] if they have in fact been nominated by a non-European granted resident status and citizenship.
9. Although changes of categories in Australia are not encouraged cases may arise where visitors or students will seek to remain with a view to settlement for limited temporary residence. Forms NE/E or NE/F as appropriate should be used. Transfers between categories or deletions should be recorded as shown in Note 15.
10. Entrants prior to [underlined] 1st Jany [January].. 1966 [end underline] are to be classified either as DHQ if initially admitted as "distinguished and highly qualified persons" or as FC if included in any of the remaining categories. The abbreviations SAC or SBS should also [underlined] be included under status if resident status has been sought [phrase underlined] through marriage [end underline] to an Australian citizen, etc.
11. The following abbreviations are to be used as required:-

12. Applicants in Australia seeking entry with a view to settlement should have their [phrase underlined] actual status [end underline] included as well as the words "direct applicant".

14. "Policy Heading" should include the appropriate heading as shown in Paragraph 5 Consular Circular No. 30/66 e.g. 5(iv).
15. In reporting variations in a case in which action was incomplete at the time of its initial recording a notation as appropriate should be made at the foot of each periodical return along the following lines

Particular requirements for individual forms:-
[The following information is presented in a table with 6 columns labelled 'NE/A', 'NE/B', 'NE/C', 'NE/D', 'NE/E', 'NE/F', followed by a column labelled 'Requirement'. In each row, an 'x' is marked under the form name if the requirement is described as applying to that form.]
Forms NE/A to NE/C inclusive [underlined]
Actual status should be signified by the code letters DHQ FC EVS LTR BV TV ST as appropriate, further identified by code letters SAC or SBS if eligibility is based on marriage to an Australian citizen or British subject.
Form NE/A and NE/B [underlined]
To include a non-European child [underlined] legally adopted in Australia [end underline]. The abbreviation of AD/CH is to be recorded under status in addition to inclusion of actual status.
Forms NE/A and NE/C [underlined]
"Distinguished and highly qualified" persons admitted between the 1st January, 1966 and review of policy on 9th March, 1966 are to be included in EVS category.

Delete reference in footnote (1) to European, European Alien and corresponding abbreviations.

Forms NE/C and NE/D [underlined]
