The object of getting co-operation of newspapers would in, in my opinion (and Plimsoll's) be achieved by writing private letters to the editors.
2. A press release merely publicises the question in Asia. Moreover, if "Truth" or "Mirror" or the "Bulletin" chose to say, in reply, that the Government is mealy-mouthed about the "true" objectives of our immigration policy, more harm would be done in Asia than good.
3. We have, however, prepared a release [handwritten word inserted: '(attached)'] in accordance with instructions.
