At present our Chinese living in Australia are getting less day by day owing to the White Australia Policy prohibiting Asiatics from entering Australia which is well known to the Chinese Community[.]
There are a certain kind of Chinese who work on the ships and desert from them[.]
There are factories here and work easily provided for these people, but there are cold blooded persons who are covetous of a paltry reward of £20 informing the Customs whom [sic] are searching high and low for deserters[.]
Owing to a great number of deserters and stowaways at present in Australia it is most dangerous while these cold blooded persons exist[.]
We respectfully request that the Chinese Community should get together to see what can be done

to oust those cold blooded persons[.]
If any person shoots dead anyone of those cold blooded persons our Society will immediately pay a reward of one hundred pounds (£100)[.]
This may put a stop to those cold blooded persons and be honour [sic] to the good and destruction to the bad[.]
When the murder is committed our word is pledged to pay the reward by the Society[.]
