Enclosed herewith please find an application and other papers &c. [etcetera] for a domicile certificate for an Indian named Naik Mahomet, which I am induced to sent forward on reconsideration of his case on account of his having free-held property at Coolgardie, but it will be seen that he has a wife and three childern [sic] in Karachi and does not even propose to bring them here; indeed I understand that the law of his country absolutely forbids his doing so.
