1. With reference to the attached memorandum [‘um’ crossed out] the Commonwealth Migration Officer [the word ‘Perth’ is inserted], has advised that since his return to Broome Samsudin has not found employment in the Pearling Industry but appears to have created further trouble amongst crews there. It is also reported that during an altercation with Mr. Dakas, Samsudin behaved in a most objectionable manner by spitting in his face.
2. Mrs. Marshall of the East-West Committee, Melbourne, has made representations to the Minister regarding this case. Her facts were obtained from Samsudin and throw no extra light on this case except that he has now obtained [‘some’ crossed out] other employment outside the Pearling Industry.
3. As the case now stands neither Samsudin and Gatisiana can obtain employment in the Pearling Industry for this season. They are now well known figures in Broome and to grant them any permission to remain here to follow some other occupation will create a very awkward precedent that can only lead to continued unrest in the Pearling Industry and great discontent amongst the pearling crews. Samsudin without even bothering to apply for permission to engage in another occupation is now earning his livelihood as a barber at Broome. [Added in black pen:] Gatisiana is unemployed.
4. A Conciliation Commissioner did not visit Broome in connection with the settlement of the dispute regarding remuneration of pearling crews. A settlement was effected between the master pearlers and the crews independent of the Malay Indonesian Association.
5. In view of the fact that
(1) neither Samsudin nor Gatisiana have succeeded in obtaining employment in the pearling industry for the present season;
(2) it would definitely be contrary to established practice to allow them to remain in Broome to follow an occupation ashore;
(3) the Pearlers responsible for their repatriation wish to meet their obligations and arrange their departure forthwith;
the matter is submitted for decision as to the further action to be taken regarding these men.
