MEMORANDUM
So far the hand prints have served the purposes of the Department admirably. They are only employed in connection with Certificates exempting from the Dictation Test and persons rejected at various ports. They are easily filed with the papers of the man to whom they relate.
2. If it is decided to introduce the finger or thumb print system, the services of at least one expert will be necessary to classify the impressions, in addition to which there will be other contingent expenses.
3. Until it is shown that the existing system has failed in its purpose, it is recommended that no change be made.
