Sir,
With reference to your letter of the 24th January, applying for re-consideration of the case of Ellum Deen, I desire to inform you that the Minister has now approved of this man being re-admitted on being satisfactorily identified and on payment of the usual fee of £1 for a certificate exempting from the dictation test.
2. The necessary instructions have been issued to the Customs authorities regarding this matter.
3. This letter will be sufficient authority for the shipping company to issue a passage to Melbourne in Ellum Deen's favour.
